Senator Ward requested that the reconsideration on CS FOR                      
SENATE BILL NO. 221(FIN) be taken up. The bill was before the                  
Senate on reconsideration.                                                     
                                                                               
Senator Kelly moved and asked unanimous consent that he be                     
allowed to abstain from voting due to a conflict of interest.                  
Objections were heard and Senator Kelly was required to vote.                  
                                                                               
The question to be reconsidered: Shall CS FOR SENATE BILL                      
NO. 221(FIN) An Act relating to negatively amortizing loans                    
secured by owner-occupied real property originated under a program             
approved or sponsored by the state or federal government, including            
congressionally chartered national corporations pass the Senate?
